The National AIDS Commission (NAC) is a body corporate established in 2001 and reconstituted through the HIV and AIDS (Prevention and Management) Act No. 9 of 2018 with new functional roles. The Act mandates NAC to coordinate and provide leadership for the implementation of the National response to HIV and AIDS in Malawi. An opportunity has arisen to engage qualified persons of Malawian origin to fill vacant positions tenable at NAC Office in Lilongwe. NAC, therefore, invites applications from suitable candidates to fill the position of:
INFORMATION AND COMMUNICATION TECHNOLOGY OFFICER: 1 position –
Temporary 6 months contract
Grade : N4
Reporting to : Head of Information and Communications Technology
Purpose of the job:
To assist in ensuring that IT infrastructure including Hardware, Software, database,
networks, information systems and its components are properly maintained to support
overall institution objectives and that business continuity is aligned with emerging
technologies.
Duties and Key responsibilities:
1. Managing, monitoring the Commission’s LANs, WANs, Internet systems, network segments and ensuring security of networks and infrastructure.
2. Maintaining an accurate and up to date inventory of all ICT equipment and accessories, documentation of network and equipment configuration for the Commission;
3. Maintaining network and system security by administering patch management, system updates, antivirus and associated security software on the network.
4. Maintaining, and supporting physical and virtual server environments. Ensuring high availability, performance, and security of systems.
5. Implementing & monitoring air-gapped backup solutions and disaster recovery plans to guarantee business continuity against ransomware and data loss.
6. Management and administration of all equipment such as servers, laptop and desktop computers, printers, routers, switches, firewalls; telephones, smartphones and other accessories.
7. Provision of user support and helpdesk services to all users and implementing partners
8. Performing diagnosis of hardware and software issues, documenting them, formulating and executing strategies to fix the issues.
9. Managing the Commission’s website, user and e-mail accounts effectively
10. Enforcing implementation of policies, and procedures for electronic data processing and computer systems operations and development.
11. Conduct continuous IT security/tools training for staff. Create clear, accessible user guides and internal technical documentation.
12. Assist in procurement of IT hardware, software, and services. Maintain relationships with external vendors and service providers through MANePS.
13. Assisting in developing the annual IT budget. Track expenditure and maintain an accurate inventory of all IT assets and software licenses.
14. Managing user accounts, permissions, and security groups within Active Directory / Microsoft 365.
15. Providing support to staff and partners on DHIS2 platform use and backend server administration.
1.6 Continuously research, evaluate, and test emerging ICT technologies, cloud solutions, and automation tools (e.g., advanced scripting, modern virtualization features, or open-source infrastructure tools).
Academic, Professional Qualifications and Experience
The applicant should possess the following
1. Bachelor of Computer Science, Information Technology, Information Systems or its equivalent.
2. At least three (3) years’ work experience in related fields
Personal Specifications
The applicant should possess the following attributes.
1. Proficiency with Microsoft 365 administration, Active Directory, Windows server management and Windows end-user OSs.
2. Solid understanding of TCP/IP, DNS, DHCP, VLANs, routing protocols, and firewall management.
3. Strong hands-on experience with VMware vSphere/ESXi & Proxmox VE.
4. Strong proficiency in Linux Ubuntu Server administration, CLI, and shell scripting (Bash).
5. Proficiency in DHIS2 tracker and aggregate.
